The Treaty Prohibiting Nuclear Weapons: How it was Achieved and Why it Matters

Alexander Kmentt is the Director of the Disarmament, Arms Control and Non-Proliferation Department of the Austrian Foreign Ministry. The present book is the result of a sabbatical from the Austrian Foreign Ministry and Senior Research Fellowship at King’s College London in 2019-20.
In his diplomatic career, Ambassador Alexander Kmentt has worked extensively on disarmament and non-proliferation issues, including as Deputy Permanent Representative of Austria to the Conference on Disarmament in Geneva and as Special Assistant to the Executive Secretary in the Preparatory Commission of the Comprehensive Nuclear Test-Ban Treaty Organisation and from 2011-16 as Director of the Department for Disarmament, Arms Control and Non-Proliferation at the Austrian Ministry for Foreign Affairs; a position which he resumed in 2021. From 2016-19, Kmentt served as Ambassador and Permanent Representative to the Political and Security Committee of the EU.

Occupazion 2.0 - Surveillance Technology in The West Bank

Mass Surveillance, Technology and Occupation

Earlier this month, the Washington Post published a stunning exposé on the use of 'Blue Wolf', a new mass surveillance system being operated by soldiers in the West Bank to photograph and collect sensitive personal information on local Palestinians. The story, which was brought to light thanks to several testimonies given by IDF soldiers to Breaking the Silence, represents a massive escalation in Israel's pursuit of total control over the Palestinian civilian population in the West Bank, and raises some serious questions on the role of technology within the context of the occupation.

At today's event, we'll be joined by Issa Amro, a Palestinian human rights defender from the city of Hebron, who will talk about living under such extreme surveillance;
Gil Gan-Mor, of the Association for Civil Rights in Israel who will explain the legal implications of this development and give wider context as pertains both to Israel and the rest of the world;
and our own Ori Givati, who will talk about how this new technology fits in with the IDF's rationale of making the Palestinians feel "chased" in order to exert constant pressure on the civilian population under occupation.
The discussion will be moderated by our Education Director Becca Strober, and will be followed by audience Q&A.

"Soldiers are in effect making it clear to the Palestinians that Big Brother is watching them, gathering every piece of information about their lives and recording their movements," writes our Testimony Collection Department Director Shai Daniely in his op-ed for Haaretz, published today, on the IDF's highly invasive new technology. "But we must recall that Blue Wolf is only a tool that joins the present arsenal: Along with it there will always be the surprise checkpoints, the fake detentions, training exercises inside Palestinian villages and many other military practices."

Violence by settlers toward Palestinians is part of daily life under occupation in the West Bank and results in deaths, injuries and massive damage to agricultural. As a rule, both the Israeli security forces and the Justice system protect the perpetrators, not the harmed Palestinians. The long-term outcome of settler violence is the dispossession of Palestinians from more and more areas in the West Bank, facilitating Israel's policy of seizing more land and resources.

Events in the U.S./NATO/Ukraine challenge to Russia have been moving at a frenetic pace. Ukraine increased deployment of military troops to the eastern provinces on the border of Donbass. Russia predictably responded by mobilizing a large part of its military to meet the Ukraine threat. In another incident, the US publicized two U.S. warships heading into the Black Sea; Russia warned US/NATO not to send warships and the US finally u-turned them around in the Dardanelles passage, the entryway from the Mediterranean into the Black Sea in response to this warning.

 US/NATO gave “unwavering” support to the Ukrainian government but the Ukrainian president backpedaled on his threat to go to war to regain Crimea. President Biden spoke with President Putin and called for a meeting between the two to reduce tensions.

  • Elizabeth Murray served as Deputy National Intelligence Officer for the Near East in the U.S. National Intelligence Council before retiring after a 27-year career in the U.S. government, where she specialized in Middle Eastern political and media analysis. She is a member of Veteran Intelligence Professionals for Sanity (VIPS)that was founded to challenge the Bush administration’s false claims about Iraq’s weapons of mass destruction. She travelled to Russia and Crimea in 2016 with Citizen’s Initiative. She serves as Member-In -Residence of Ground Zero Center for Nonviolent Action in Washington state.
  • Yuri Sheliazhenko is the chair of Ukraine chapter of War Resisters International,legal and political scholar, and peace journalist. He has challenged the nationalism and facism that has developed in Ukraine.
  • Reiner Braun is the Executive Director of the International Peace Bureau. Braun has been involved in the peace movement since 1982. He is a founding member of the International Network of Engineers and Scientists for Global Responsibility (INES) and from 2006 until 2017 he was executive director of the German section of the International Association of Lawyers against Nuclear Arms (IALANA).
