The Independent Civil Society Mission to Libya was established by the Arab Organization for Human Rights (AOHR), in cooperation with the Palestinian Centre for Human Rights (PCHR), who provided additional expertise and professional experience. The International Legal Assistance Consortium (ILAC) subsequently joined the mission, providing further international expertise and insight. The Mission was established in response to allegations of widespread violations of international law committed in Libya since 15 February 2011 and in light of the State’s current transition away from authoritarian rule.

Now our task is to demand that our countries' governments withdraw recognition of the NTC occupational regime because they are not the legal representatives of the Libyan nation, and to begin diplomatic relations with the real Libyan government.

This government is being launched on a temporary basis until full Libyan liberation from the NATO invaders. This is because after that, People's Committees of different levels will be reinstated, and they will continue to govern Libya as it used to be prior to the invasion in February 2011. Certainly all encountered mistakes will be taken into serious consideration to prevent further causes for a new intervention.

The chief prosecutor, U.S. law professor David Crane, informed The Times of London that the case was incomplete: The prosecutors intended to charge Moammar Gadhafi, who, Crane said, “was ultimately responsible for the mutilation, maiming and/or murder of 1.2 million people.”

But the charge was not to be. The U.S., U.K. and others intervened to block it. Asked why, Crane said, “Welcome to the world of oil.”

There are various factions within the Libyan opposition: Royalists, defectors from the Qadhafi regime including the Minister of Justice and more recently the Foreign Minister, Moussa Koussa, members of the Libyan Armed Forces, the National Front for the Salvation of Libya (NFSL) and the National Conference for the Libyan Opposition (NCLO) which acts as an umbrella organization.  

Rarely acknowledged by the Western media, Al-Jamaa al-Islamiyyah al-Muqatilah bi Libya, the Libya Islamic Fighting Group (LIFG), is an integral part of the Libyan Opposition.

The Libyan Interim Council does not constitute a clearly defined entity. It is based on the representation from newly created local councils established to "manage daily life in the liberated cities and villages". (The Libyan Interim National Council » The Council’s statement)

Opposition forces are in large part made up of an untrained civilian militia, former members of the Libyan armed forces, together with the trained paramilitary Libya Islamic Fighting Group (LIFG).

Since Saturday night, the United States, France, and Britain have been bombing Libya with cruise missiles, B-2 stealth bombers, F-16 and F-15 fighter jets, and Harrier attack jets. There is no reliable estimate of the number of civilians killed. The U.S. has taken the lead in the punishing bombing campaign to carry out United Nations Security Council Resolution 1973.

The resolution authorizes UN Member States “to take all necessary measures . . . to protect civilians and civilian populated areas under threat of attack in the Libyan Arab Jamahiriya, including Benghazi, while excluding a foreign occupation force of any form on any part of Libyan territory.” The military action taken exceeds the bounds of the “all necessary measures” authorization.

A multi-national force has carried out a series of attacks against targets around the Libyan city of Benghazi. French fighter jets destroyed several armoured vehicles and tanks belonging to Colonel Ghaddafi's troops.

It was joined by the U.S. military that struck against Libya's air defences, using cruise missiles. UK forces are also in action over Libya.

These are the first raids since the UN Security Council adopted a resolution allowing the use of "all the means necessary" to protect the civilian population in Libya.

Earlier, troops loyal to Colonel Ghaddafi reportedly carried out attacks on Benghazi, which is the rebel stronghold, violating a ceasefire. RT talks to Michel Chossudovsky, director of the Centre for Research on Globalization.

The Secret War Against Libya

Masses of information from the media constantly bombard us. Yet paradoxically often what is most significant goes unreported. Take for instance Tony Blair's recent visit to Africa. Suddenly countries such as Sierra Leone, Nigeria, and Ghana come under the spotlight. But one country which forever remains off the UK/US media map is Chad, lying just to the south of Libya and "over three times the size of California", according to the CIA's official website.

Formerly part of French Equatorial Africa, it gained independence in 1960 and since then has been gripped by civil war. In a rare case of coverage, on May 21 1992, the Guardian carried four short paragraphs: 40,000 people were estimated to have died in detention or been executed during the tyranny of Chadian president Hissene Habre (1982-1990). A report of the justice ministry committee concluded that Habre had committed genocide against the Chadian people.

Unreported in Britain, two years ago, in a case inspired by the one against General Pinochet of Chile, several human rights organisations, led by Human Rights Watch, filed a suit against Habre in Senegal (his refuge since 1990) arguing that he could be tried anywhere for crimes against humanity and that former heads of state were not immune.

However, on 20 March 2001, the Senegal Court of Cassation threw out the case. Human rights groups are now aiming to secure an arrest warrant and extradition request from Belgium (where one of the victims of Habre's torture now lives) and put him on trial there.
